Open Letter to Federal, State & Local Government Officials Regarding the Necessity of Pet Sitters and Dog Walkers

As leaders at federal, state and local levels take difficult, but necessary, action to safeguard the population from the current COVID-19 pandemic, Pet Sitters International (PSI)—the world’s largest educational association for professional pet-sitting and dog-walking businesses—urges leaders to consider the vital role professional pet sitters play for pets and the pet-owning members of your communities.
Specifically, PSI asks that any “shelter in place” or similar order clearly deem pet sitters and dog walkers as “essential workers,” enabling them to continue to offer necessary services and be excluded from any mandatory business closures.
According to the 2019-2020 APPA National Pet Owners Survey, 67 percent of American households (84.9 million) own at least one pet. Ninety-five percent of pet owners consider their pets to be part of the family. The more than 5,000 member businesses of PSI collectively perform more than 19 million pet-sitting visits annually.
Because of this, it is vital that professional pet-sitting and dog-walking businesses continue to be able to offer services, particularly because they service clients who may include:
- Travelers unable to return as scheduled with pets alone at home in need of care
- Elderly and/or immunocompromised pet owners who can no longer safely walk their dogs or provide other needed pet care
- Hospitalized pet owners with pets at home in need of care
- Medical professionals, first responders and other essential workers who need care for their pets as they work extended hours during this pandemic
We commend leaders for the important measures that have already been taken to ensure citizens’ safety and ask that any measures also allow for the continuation of pet-sitting and dog-walking services. This will help to ensure the well-being of pets in the community, as well as to ensure the availability of needed pet-care services for other essential workers who will need these services for their pets, now more than ever.

I have operated a successful business for over 20 years. While I currently have no work scheduled as the vast majority of my work is for clients who are traveling, there have been times over the years when someone needed me to step in when they were unexpectedly hospitalized. I also have had the occasion to transport cats to a vets' appointment for people who didn't drive. On one especially sad occasion, I took a cat in to be euthanized for his elderly owner who was too old to do it herself. As you can see, there are circumstances when mine is absolutely an essential service.

mental health and happiness. this is true now more than ever before since people are at the breaking point due to the challenges presented by social isolation, loss of income and the fear of catching and spreading a deadly disease.
In view of all this pets prove themselves as our best friends and family. Many people have been designated as essential workers who probably need to work additional hours during this crisis and they need the peace of mind that their pets are well cared for by a professional pet sitter. Other owners have to be hospitalized or help in a family emergency and therefore need the services of a pet sitter
The good news is that our veterinary hospital has informed us that
“At this time, there is no evidence that any animal or pet can infect humans with the Coronavirus. Additionally, no animals to date have been reported to be sick with COVID-19.”
In view of this I would like to plead with both the USA and canadian governments to deem pet sitters as essential workers with certain restrictions.
As a result of the present findings I would like to see our business continue operating with some modifications. We would be on self quarantine and will not allow pet owners, family or friends into our home during this difficult times; instead we go out to the driveway to receive our boarders. Greet & Meets are to be done on Face Time, by E-mails and phone calls only. We would Pick Up and Walk dogs as long as we do not have to enter the home and we only use our own leashes. We wear disposable gloves when we open the door and we sterilize any dog equipment that we have to handle. There are to be no Overnight Live Ins or House Visits for cats until the critical period in this pandemic is over.

Though I had a modest financial cushion set aside to provide protection to me and my business in the event of illness, injury or other negative impacts out of my control, the fiscal integrity of my thriving business has been impacted significantly because of the progression of COVID-19. That is likely to reach well into the end of the second quarter of 2020 and beyond. This is through no fault of my own nor my clients. I am making a plea to state and federal legislators to consider mandating a few strategies that would be helpful to those established professionals in my industry, including: a minimum moratorium of three months on mortgage payments to lenders, rent payments to landlords; economic relief in the way of extending monthly unemployment benefits to self-employed persons; a reduction in premiums or a moratorium on health and dental insurance; extended benefits to households that may become food insecure.
In order for my industry to be able to support those families who provide essential to the community now and through the next few months, this is all essential.
